Right-clicking the bar does nothing
The click only counts once the bar is actually showing under the pointer. Move to the very top of the screen, wait for the bar to slide in, then right-click an empty part of it (not a status icon). Also check that "Right-click Menu Bar to Toggle" is ticked in the app's menu.
The bar still appears in a full-screen app
Full-screen apps use a separate half of the macOS setting ("in full screen"), which Menu Bar Toggle leaves alone. Change it under System Settings › Menu Bar.
"Taken by…" when recording a shortcut
That combination is already used by macOS, by a shortcut in the Shortcuts app, or by another app. Pick another, or free it in the place named — combinations with ⌃ or ⌥ are the least likely to clash.
It asked to control System Events
That is how the app changes the setting; it is the only permission it needs. If you declined, turn it on under System Settings › Privacy & Security › Automation › Menu Bar Toggle.
A per-app rule never fires
Some apps show their windows from a helper that isn't the app you launched — Citrix sessions belong to "Citrix Viewer", not "Citrix Workspace". Add the app that is actually in front; it appears under Recently Used once you have used it.
